Born on March 31, 1977 in Kyiv. Citizen of Ukraine

Higher education:

In 1998, graduated from the National Academy of Internal Affairs, where he qualified as a lawyer with a degree in "Jurisprudence".

In 2002, he defended his PhD thesis: "Methods of investigation of bank lending crimes" on specialty 12.00.09 – Criminal Procedure and Criminalistics; Forensic Examination; Operational Search Activity.

In 2010, he defended his doctoral thesis "Theoretical and practical principles of the financial fraud investigation methods" on specialty 12.00.09 – Criminal Procedure and Criminalistics; Forensic Examination; Operational Search Activity.

In 2014, he was awarded the academic title of professor in the Department of Forensic Science and Forensic Medicine.

The main stages of professional activity:

1999–2002 – adjunct of the National Academy of Internal Affairs of Ukraine;

2002–2003 – lecturer at the Criminalistics Department of the National Academy of Internal Affairs of Ukraine;

2003–2009 – head of the department of scientific work organisation at the Kyiv National University of Internal Affairs;

2009–2010 – doctoral student at the doctoral and adjunct faculty of the Kyiv National University of Internal Affairs;

2010–2014 – head of the research laboratory on pre-trial investigation issues of the Training and Research Institute for Training Specialists for Investigation Units and Criminal Police of the National Academy of Internal Affairs;

2014–present – Vice-Rector of the National Academy of Internal Affairs.

S.S. Cherniavskyi has personally and in groups of authors prepared more than 280 scientific and educational works, in particular, 14 textbooks and manuals (with the stamp of the Ministry of Education and Science of Ukraine), four monographs, six scientific and practical comments, 78 scientific and practical publications, collections of recommendations and practical works, 15 publications in foreign countries, including those listed in the international scientometric databases Scopus and Web of Science. With his participation a set of scientific and practical materials on counteraction to economic crimes, prevention of terrorism, financial fraud were developed and introduced, modern models of expert and special equipment and weapons were created. As a result a number of patents and certificates for useful models, inventions, automated workplaces, target methodologies, etc. were received. S.S. Cherniavskyi is one of the organisers and co-authors of the publication of Europe's first eight-volume "International Police Encyclopaedia", honoured with the Yaroslav the Wise Award (2015) in the nomination "For outstanding achievements in scientific research on the issues of jurisprudence".

Participation in the examination of draft laws and drafts of other regulatory legal acts:

over the past three years personally and as a member of working groups participated in the preparation of scientific and legal conclusions on more than 100 legislative and departmental (interdepartmental) drafts of regulatory legal acts of various levels. Focuses on drafting legislative, governmental and departmental (interdepartmental) legal and regulatory acts on the issues of fight against crime and ensuring public order, development of the public administration system, higher legal education and science.

Among the main ones – draft laws (amendments and supplements) "On the National Police", "On Forensic Activity in Ukraine", "On Forensic Expertise", "On Banks and Banking Activity", "On the National Bank of Ukraine", "On the National Financial Security Bureau of Ukraine", "On Prevention and Counteraction to Domestic Violence", "On Amendments to the Criminal Code of Ukraine concerning liability for crimes committed by a criminal association", etc.

Participation in working groups on lawmaking and other rule-making activities:

  • freelance expert of the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Affairs;
  • member of the Scientific Advisory Board of the Constitutional Court of Ukraine;
  • member of the Research Council of the Ministry of Internal Affairs of Ukraine;
  • member of the Scientific Advisory Board of the Main Investigation Department of the National Police of Ukraine;
  • member of the Scientific Advisory Board of the Coordination Bureau on Criminology Issues of the Department of Criminal and Legal Sciences of the NALS of Ukraine;
  • member of the Scientific Advisory Board of the Center for Problems of Justice and the Formation of a Unified Judicial Practice of the Kyiv Regional Center of the NALS of Ukraine.

Participation in the activities of scientific advisory boards under the highest bodies of state power, ministries and departments:

  • Scientific Advisory Board of the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Affairs;
