For Ukraine, the question of finding effective forms of interconnection between the authorities and society is urgent, and therefore the creation of an effective mechanism of responsibility and control over the activities of local public authorities is relevant. Scientists distinguish between different approaches to the organization of relations and the relation between the competence of public authorities and local authorities, but for any model of the organization of local government, the presence of control by residents and the state for the activities of local self-government bodies is an obligatory element. In the modern national science of constitutional and municipal law, a comprehensive study of the grounds, procedures and forms of accountability of bodies and officials of local public authorities in Ukraine is relevant. The development of constitutional and legal relations contributed to the dynamic formation and development of constitutional and legal responsibility. The emergence, along with the constitutional and legal, and also municipal and legal liability, we consider it quite natural, as there is a development of new types of social relations that require the right protection by attracting certain types of sanctions. The argument of the conclusion that constitutional-legal and municipal-legal responsibility can not be identified with a political or moral one, since they exist within the constitutional-legal or municipal order and have the corresponding legal, and not political sanctions, are given. The forms of responsibility of local councils, village, settlement, city mayor and heads of local state administrations are disclosed. It is concluded that the institution of responsibility of bodies and officials of local public authorities is complex. Therefore, the legal grounds for bringing these subjects to constitutional-legal and municipal-legal responsibility are established not only by sources of constitutional and municipal law, but also by sources of other branches of national law.
