The article analyzes the state taking into account the national and linguistic composition (homogeneity) of the population by regions. This direction of analysis and assessment of the state of crime, in our opinion, has been insufficiently studied, and therefore requires additional investigation. It is proved that the illegal manifestations that disturb society, require research into the root causes of their occurrence. The influence of ethnic inhomogeneity of the population on the criminogenic situation is argued. The state of criminality is analyzed and evaluated according to three most important indicators: the level, dynamics and structure of crime in a zealous territory. The crime rate is determined by absolute numbers, which reflect the number of crimes registered in a certain period of time, as well as the number of persons who committed them in the region. The dynamics of crime characterizes the direction and intensity of the change in the phenomenon over time and demonstrates the correlation between the crime rate of the reporting period and previous periods. The structure of criminality is determined by absolute or relative values (in percents) characterizing the state of crime by age, sex, demographic and other estimates.
