The article considers the main elements of the operationalsearch characteristics of crimes related to the theft of budgetary funds in the procurement of medical equipment and medicines. Their content is described. According to the results of studying the materials of criminal proceedings on crimes related to the theft of budget funds in the procurement of medical equipment and medicines, these crimes are most often committed in conjunction with several crimes. Crimes in this area are committed by health workers and contractor employees. Among the health workers, this can be: the chief doctor, chief accountant, economist, lawyer, who are often members of the tender committee, as well as officials authorized to take medicines in quantity and quality. To the criminal activity on the part of the contracting enterprise, the managers of the said enterprises, persons, sign acts of acceptance of inventory items by quantity and quality are often resorted to. The results of a questionnaire study of criminal proceedings in crimes involving the theft of budget funds in the procurement of medical equipment and drugs showed that the crimes of this category are committed mostly by men (65% of criminals) aged 36 to 60 (77% of criminals) who have higher education (89% of criminals). Also, these individuals have certain knowledge and skills on how to conceal their criminal activities. The commission of these crimes is influenced by a complex of factors that have both common spheres and specific conditions of origin. The author came to the conclusion that the operational-search characterization of crimes related to the theft of budgetary funds in the procurement of medical equipment and medicines is a system of ordered and interrelated signs of criminally-legal, criminological and forensic parameters. Knowledge of them makes it possible to successfully carry out search activities to identify such crimes and to forecast changes in the operational situation.
