The purpose of this article is to criminological analyze the person of the offender who unlawfully seizes the passport or other personally identifiable document. To accomplish this, the following tasks have been accomplished, namely the criminological characterization of the perpetrators of the crimes through the misappropriation of a passport or other important personal document. In particular, the author examines the biological nature of criminals, the psychological side of their behavior, socio-demographic characteristics, the moral and psychological characteristics. The authorʼs opinion is true that the identity of the offender is a complex concept that includes both biological, psychological and social aspects of the person. Particular attention is paid to psychological anomalies and their impact on the individual and the formation of criminal behavior. The article deals with the socio-demographic and moral-psychological characteristics of the offender, who commits an illegal encroachment on a passport or other important personal document and the influence of such characteristics on the formation of the offenderʼs personality. Methodology. In the course of the research specific sociological methods were used: mass questioning and examination of documents, including court decisions and materials of criminal proceedings, which made it possible to penetrate more deeply into the social and psychological causes of criminal behavior of persons who violated personal important documents. The statistical method made it possible to compare the conclusions drawn from the sociological methods, which helped to determine whether the regularities established in the mass surveys and study of documents are typical and justified. The scientific novelty of the publication is that for the first time a detailed criminological portrait of an offender has been offered, encroaching on a passport or other personally identifiable document, which will further help to develop effective measures to prevent crimes in this category, reduce crime rates and develop international cooperation in the field. Conclusions. Based on the analysis, we were able to identify the prevailing criminological significant characteristics of the offender who encroaches on the passport or other personally identifiable document.
