The current stage of state-building in Ukraine necessitates the improvement of public administration and a comprehensive study of the institutional foundations of the functioning of the political system from the standpoint of administrative law, constitutional law, and management theory. The purpose of the study was to analyse the functioning of the institutional component of the political system of Ukraine. The methodological basis of the research was a complex of general scientific and special legal methods, in particular, comparative legal, formal legal, systemic, structural and functional, the use of which ensured the objectivity, completeness, consistency, and scientific validity of the results obtained. The analysis of the activities of the 9th convocation of the Verkhovna Rada of Ukraine over the period 2019-2026 indicates a gradual decline in legislative activity and a slowdown in the legislative process, reflected in a reduction in the number of registered draft laws and adopted laws. The lowest figures were recorded during the 14th session, when 389 draft laws were registered and only 63 laws were adopted. In addition, the results of monitoring show the existence of not only quantitative, but also qualitative problems of legislative activity, in particular, the spread of the practice of introducing a large number of draft laws with insignificant prospects for adoption, an increase in the share of legislative initiatives with one author, and the excessive activity of certain holders of the right of legislative initiative. There is a tendency to increase the time frame for passing draft laws and an increase in the number of cases of non-compliance with the procedural requirements of the rules of Procedure of the Verkhovna Rada of Ukraine and the constitutional deadlines for signing laws by the President of Ukraine, which negatively affects the effectiveness and quality of the legislative process. The expediency of supplementing Part 1 of Article 185 of the Electoral Code of Ukraine with a second paragraph reading as follows has been substantiated: “The order of candidates, following the establishment of the voting results, shall be determined exclusively by the number of personal votes received by a candidate in the respective regional electoral district”. The need to supplement Article 93 of the Constitution of Ukraine and Part 1 of Article 89 of the Rules of Procedure of the Verkhovna Rada of Ukraine was substantiated
